Pacta

The largest ethnic minority in the Sea of Hope, the Pacta are nomadic peoples that travel in super-familial clans, mostly along the northern badlands. Throughout Gaia 19, they have been associated with various liberatory groups, both legitimate and illicit, though the vast majority of Pacta have no reported political inclinations.
