The Venutian Free Cities Pact

There is no centralized source of power for creating laws. There is the constitution which may be changed via referendum, however beyond that there are only legally recognized contracts. Citizens and organizations make rules between each other and entrust the judicial system to uphold them. The leaders of the pact are the nine judges of supreme court of Venus. The supreme court of is elected and deals with major constitutional issues and manages the general courts. The general courts all are not tied to anyone city and are used for appeals and mediating between cities. Each city has an elected high court who manage the city courts and deal with major city issues. The city courts act as the first place one goes when a contract is broken.

Demography and Population

The Venutian Free Cities are highly diverse. Most of the population split between three cities, Haskashar, Greyhom, and Quolourhom. Both Quolourhom and Greyhom roughly have a population of 20 million while Haskashar has about 35 million inhabitants. Each city has it's own unique culture and are only united out of desire to survive. Along with the cities, there are many numerous stations that vary in size and population. Around 250 thousand people don't live in one of the cities but adhere the pact. The largest and most significant of these stations is pact station where the supreme and general courts as well as the Venus Central Bank are kept. It has a population of about 50 thousand.
