The Worlds Capital, it isn't really a large city out of worry for intrusion on any Marine activity. It is effectively a fort, disguised as a city.

The Marine Meeting

Every year there is a world meeting of all the Admirals outside of the Grandline, and the ones inside the Grand Line able to come. This is effectively the medaling cerimony for the highest of the outside the Grand Line.
