Scavenger's Hope

"Welcome. Leave your weapons at the door, and follow the Code at all times. Main street ahead, supplies and public facilities to the left. Spread hope."
  Scavenger's Hope is an autonomous "free town" in the Decay Belt, controlled by non-violent rebel group Union of Hope. Built by the organization to bring a sense of structure and safety to the impoverished area, the Union uses Scavenger's Hope as a base from which aid, food and other charity work is provided to the most vulnerable souls of the Decay Belt. The concept of a "safe haven" in the slums has been praised by many, while some see its self-proclaimed autonomy as a serious threat.

Government

Usually described as a collectively run commune built on anarchist ideology, Scavenger's Hope is a bit more complex in reality. Organization and rule over the area is decided monthly at the Gathering, a public meeting in the town square which anyone can attend. During the week prior to the Gathering, the public can propose questions that should be discussed at the meeting. These are then voted on, mostly by show of hands. New members of the Union are also formally accepted (see the Union of Hope page for further information on the process).   The only written law in effect inside the zone is very simple: "Don't inflict harm for your own gain." This is usually interpreted as referring to theft, violence and non-consensual sexual acts. Breaking this law, referred to as "Scavenger's Code" can lead to getting forcefully kicked out of the district and not let in again by the gatekeepers. You will still have access to any outside aid provided by the Union.

Defences

Walls of stone, brick and scrap metal surround the town. Gatekeepers guarding the front gates (chosen monthly by the public) are the only ones allowed to carry weapons in the area.

Industry & Trade

Goods production, small-scale farming, aid (all non-profit - workers are paid in food and shelter).

Self-built scrap shacks, slightly more organized than in the Cluster.
