Harbin Wester
Harbin was a corpulent middle-aged banker and politician. He was the wealthiest resident of Phandalin and its biggest landowner, and he tended to dress in clothes that communicated his wealth.
Harbin was pompous and pretentious. He generally presented himself as polite and friendly, if a bit overdramatic and effusive, but this was just for politics. In fact, he was a greedy, calculating, and two-faced businessman at heart, unafraid to push the boundaries of decency or legality to get what he wanted. He was known to be cunning and dishonest, and he cared little for others unless their fates impacted his businesses. That said, he was also genuinely a fretful and hapless coward when faced with dangers beyond his control. For example, when a dragon was spotted in the area around Phandalin, Harbin locked himself inside his home and insisted on conducting all townmaster business from behind his closed door leaving Sildar Hallwinter to run the town in his absence.
Sildar had his suspicions about Harbin and his dealings including ties to Waterdeep and asked a group of adventurers to investigate the mayor. Shortly thereafter the adventurer's uncovered Harbin's plot to have Atalya, the daughter of Westbridge's co-mayor Leyton, murdered by hiring the Assassin's Guild. Though the true motive was not uncovered the adventurer's arrested Harbin and put him in the town jail.
As the adventurers left to pursue the dragon, Cryovain, Harbin was murdered by an unknown assailant in his cell.
