The Tsuran Incident
A questline that begins with a simple job designed to prove to Tasiya Demetres and her advisors that a group capable of resourcefulness and discretion can be trusted with an even more pressing matter: determining what happened to the Tsuran fleet off the north coast of the island. PCs must interrogate the survivors of the wreck in Mellow Stand. They learn there are at least three stories going around: one is that they were attacked by a sea creature; another is that they were attacked by pirates flying the banners of Captain Katalina Sanabria's legendary ship, The Maelstrom; the last is that they were attacked by mysterious masked halflings who were carrying cargo labeled Jadewell Traders. The PCs must then work to discover that all three stories are true: a political rival of Demetres who dabbles in some dark magic (Urius Elior) has tamed a sea monster and hauled up the wreckage of the Maelstrom, using it to force a wedge between Demetres's government and the Tsuran Griffs. His plan is to then pretend to capture the "harbored" Maelstrom crew either to force out Tasiya Demetres or to restore relations with the Griff. But there was also another player as a ship full of goblin pirates have been hiding out in Chilfil Holm's intricate cave system since The Collapse. The PCs must either uncover the rival's plot and put a stop to it, fight the sea creature and blame it, or discover the goblin ship and confront them or offer them sanctuary in order to prove themselves worth in Tasiya's eyes. One obstacle to discovering the truth is that the Tsurans' paperwork was in shambles and no one can even verify that the manifest lists were from the same decade much less the same voyage. This also makes claims of lives lost difficult to verify as the crews were as poorly documented as the cargo and the voyage. The Chilfil Holm goblins were actually there to steal specific cargo from the ships.
