Pillarhand
Local bureaucracy organization providing liaison services in specific regions for the Tower Council. The Pillarhand manage government liasons and diplomacy, serve as official magistrates in each populace, handle resource and emergency management as well as tax collection.
There are five principle tracks within the Pillarhand organization: Diplomat, Magistrate, Registrar, Excisemin, and Controller.
Structure
Diplomats
Traveling representatives of a region who stay in regular communication with the local Magistrates and other Diplomats of the same region level and try to resolve various issues surrounding the common good for the region and advocates for their represented area.Ranks

Committees
Pillarhand committees are made up of one local Envoy and multiple foreign Ambassadors. Their meetings are conducted by Region Consuls as part of their traveling circuit. For example, the Region Consul for Tolosau might make their circuit starting in Dighdural where they would meet with the committee there consisting of the local Envoy (representing Dighdural) and Ambassadors from perhaps Grasmere, Bol Badir, Geralur, and Nelaserin. Emissaries from Theleluma and Freywich and perhaps Bezokh might also be in attendance. Some committees are tight-knit and always work together, others are ever-shifting or looser collectives who don't meet except when the Consul is in town.Magistrates

Magistrate | Magistrates serve as Tower Kingdom representatives inside discreet kingdoms; they have the authority of the Tower Council but are chartered to work closely with local leadership and are generally given domain over specific areas designated by population density so some smaller towns or villages may have a single Magistrate while larger cities may have several who preside over various districts | |
Chief Justice | For heavily populated areas, up to three Chief Justices form the High Court which is responsible for both administration of lower-level Judges and Justikars but also hear appeals and grant Magisterial powers as needed | |
Governor | Governors must serve for at least one year on a High Court as a Chief Justice. There are only ever four Governors at a time, one for each region |

Scribe | Scribes are generally responsible for issuing, cataloging, and updating Citizen's Booklets. | |
Clerk | Clerks are typically assigned to specific regions or population centers and supervise Scribes, manage disputes, and ensure timely communication with Record-Masters to maintain the central archives. Clerks are frequently called upon for CitBook validation, which is why most clerks are required to be accomplished spellcasters. | |
Record-Master | Record-Masters are assigned by region. They report directly to the Prothonotary and weild an incredible amount of power in the Tower Kingdom due to their ability to control the budgets used by the Tower Council. Because of this extreme power, Record-Masters are only allowed to serve for two cycles. | |
Prothonotary | A group and a title, the Prothonotary consists of all previous Record-Masters (it is a lifetime position though it can be stripped and many effectively retire by moving into "temporary deferrment" in which they lend their vote and veto to a trusted fellow Prothonotary). |
Excisemin

Collector | Collectors are tax collectors first and foremost, though they use the collected taxes as capital for their banking services (moneylending, investing, counseling, etc). Their primary function is to ensure their district revenues meet the targets dictated by the liability guidance (LG), which is administered by the Treasurers. | |
Auditor | Auditors are split into two halves. The Tax Auditors are responsible for making a systematic review and interview of a random sampling of Tower citizens to find their compliance with the law and their feedback on the tax burden. The Collector Auditors are charged with performing ongoing audits of every Collector to ensure they are using approved accounting measures, are following the LG guidelines, and are behaving in a way consistent with the tenets of the Song of Harmony. | |
Treasurer | Treasurers are responsible for crafting and managing the Liability Guidance. The Song dictates that each Kingdom is best equipped to manage its own tax burden for the united Tower Kingdom, given the distinct cultural complexities involved in convincing historic enemies to not just let go of their hate but to trust and share with them. Treasurers are given a lot of leeway with how to approach their tasks, under the umbrella of cultural sensitivity. | |
Chamberlain | There is one Chamberlain for each Pillar Kingdom, who are ultimately responsible for making sure the Tower Kingdom has enough resources to accomplish the Songtheory-approved goals. |
Controllers
Manages resources, liases with the FWG (Farm Workers' Guild) and works closely with the Registrars and Excisemin to ensure accurate tallies are kept of available government-owned stockpiles (cash reserves and material goods). Controllers, particularly Comptrollers and Comptrollers General, also serve as oversight leads for the rest of the Pillarhand bureaucracy.
