Factioneer

The president of Concordia has a large body of politicians to aid in running the country. Though it is the president who sets the main direction and course of action of their campaign, it is the Assembly of Factioneers that writes, debates, and agrees upon the legislations supporting that campaign.

In the early days of Concordia, when the council of leaders took place for an elected president, there were also smaller elections among many factions. The ones chosen to represent their community of like-minded people were called factioneers. They ensured that the president heard and took into account the desires and needs of their faction. People from all walks of life became factioneers, whether they were crafters, farmers, warriors, engineers, or any kind of civil servant.

Nowadays factioneers nearly always studied politics in one form or another. They are chosen from the ranks of campaigners in political parties. These parties no longer represent one specific faction, although they may still be favored by people from a particular trade. They represent stances in larger ideals, and thus may find the support from any kind of sentient. Each factioneer represents an equal number of Concordian citizens, as exact to one-hundredth of the population as can be determined in the yearly census.

There is some debate about which might hold more power in Concordia: a factioneer or a governor. Whereas a governor is a provincial leader and has more absolute power in making decisions, they only rule over one of the twelve provinces. A factioneer is one of one hundred persons in the Assembly and therefore holds less power over the decisions, but the legislation of the Assembly is enforced in the entirety of Concordia. Governors have to give substance to the policies agreed upon in the Assembly, but the factioneers cannot decide more than the goals the governors have to reach. The means to achieve those goals are completely up to the governors. In that sense, a governor is more of a leader, while a factioneer is just an administrator. Amongst themselves they might squabble for superiority, but in the end, they are met with similar prestige and admiration (or envy, or suspicion) from the common folk.
