The Tetsuoka Territories

The Tetsuoka Territories are a realm forged in fire and blood, where dense forests meet rolling hills, and ambition is tempered by harsh discipline. Here, the Namahage have built a fractured yet enduring society, their culture defined by order and the relentless pursuit of strength. For centuries, these lands were marked by ceaseless conflict, with warlords and hosts clashing for dominance. Yet from this chaos emerged the Tetsuoka Accords, an agreement that has brought a tenuous sense of stability to a people who thrive on the edge of conflict.

The Rise of Oktar Kibaō

Oktar Kibaō, a powerfully built Namahage of the Akakiba Host, stands at the heart of this transformation. His vision was inspired not just by the ceaseless battles within the Blightlands, but by the Ro'Gnesh Empire. Despite the warbands of the gnollfolk, being disorganized and chaotic, the Ro'Gnesh had forged a vast empire by unifying warbands under a single banner. Oktar saw that while the Namahage were more militaristic and disciplined than the gnolls, their constant fracturing and internal power struggles kept them from achieving anything close to the gnolls’ conquests.

As part of a trading mission to Thrakaal, Oktar learned of Saltuk Phalantor and the Stormforge Accords, which had united the Machai of the Stormhold. Though divided into independent warhosts, Saltuk had used the old tradition of the Warvok (war talk) to create a framework of unity and discipline under the Accords. Inspired, Oktar began to see the potential for a similar system in Tetsuoka—one that would preserve the independence of the hosts but bring order and purpose to their chaos.

The Road to Power

Before Oktar could enact his vision, he first needed to consolidate power within the Akakiba Host. His rise was not swift—it required years of earning respect, proving his strength, and navigating the brutal politics of his people. From a respected captain to a warlord, Oktar’s climb to leadership was marked by both cunning and discipline.

During his rise, Oktar developed a key insight: the Hoblins, a cunning subspecies of goblinoids within Tetsuoka, were sabotaging their own masters. Hoblin craftsmanship was legendarily cruel in its precision, but their work was often delayed or substandard—done out of spite or their own perverse enjoyment of bureaucratic cruelty. Oktar befriended a Hoblin named Klevik Quash, who revealed this subtle sabotage. Recognizing the potential for Hoblins to serve a higher purpose, Oktar elevated Klevik to the newly created role of Major Domo, granting him authority over the warlord’s household and, by extension, the warhost’s logistics and quartermasters.

For Klevik, this position was a dream beyond imagination. Hoblins in Tetsuoka were little more than slaves, their lives harsh and thankless. To be granted real authority over other Hoblins, Guburins, and even Namahage was an unthinkable elevation. Klevik’s loyalty to Oktar became absolute, and in return, Oktar reaped the benefits of Hoblin ingenuity. The Akakiba Host became a well-oiled machine: its weapons were flawlessly crafted, supplies were always abundant, and its soldiers were equipped with the finest Hoblin-made armor, impossibly light and improbably strong.

Word of Klevik’s position spread among the Hoblins of other hosts, who saw in Oktar an opportunity for advancement. The Hoblins became Oktar’s silent hand, manipulating rival warhosts by controlling their resources, rewarding loyalty, and punishing dissent. This newfound efficiency gave Oktar a decisive edge when he called the Vok, challenging the warlords of Tetsuoka for the title of Imperator.

The Tetsuoka Accords

At the Vok, Oktar emerged victorious, armed with the best weapons, armor, and intelligence from his Hoblin network. He defeated his challengers in one-on-one combat and declared himself Imperator. To consolidate his rule, he decreed the division of Tetsuoka into seven territories—one for each of their gods. The Imperial Host (formerly the Akakiba Host) would hold the central territory, while the remaining six territories would be granted to the strongest surviving warhosts, now known as the Chief Hosts.

Yet unity came at a cost. The initial Vok set off a bloody series of wars, as the number of warhosts far exceeded the available territories. For a year, the hosts fought brutally, until a second Vok determined the final six Chief Hosts. Those who bent the knee to Oktar received the rewards of Hoblin efficiency and access to superior resources, elevating their power to a new level of war.

The Chief Hosts govern their territories with relative autonomy, enforcing the Accords within their lands. Lesser hosts vie for territory within these regions, owing nominal fealty to their Chief Hosts. The Imperial Host, led by Oktar, oversees the Accords across the entire region and resolves disputes among the Chief Hosts. Much of this structure is organized and maintained by the Hoblins, whose newfound ambition and authority have transformed the internal workings of the Tetsuoka Territories.

Life in the Tetsuoka Territories

The Tetsuoka Territories remain a harsh and unforgiving land, defined by discipline, ambition, and constant struggle. The Namahage thrive on a rigid hierarchy, with fortified villages and roaming warbands reflecting their martial culture. Wolves, revered as symbols of loyalty and strength, fight alongside Namahage warriors in battle, embodying the ideals of unity and survival.

The Hoblins, once a downtrodden class, now wield significant influence under the Accords. Their newfound role as bureaucratic overlords has made them indispensable, managing logistics, crafting exceptional tools of war, and subtly manipulating the balance of power. The Guburins, in turn, continue to serve as labourers, scouts, and expendable warriors, their pragmatic nature complementing the ambitions of the Namahage.

Despite the rigid structure, life in Tetsuoka is punctuated by moments of celebration and ritual. The annual Vok, hosted by the Imperator, serves as a time of negotiation, competition, and feasting—a rare reprieve from the constant skirmishes that define daily life. The Accords, though fragile, provide a framework for stability, allowing the Namahage to channel their strength toward growth and dominance rather than internal collapse.

The Tetsuoka Territories are a land of contrasts: unity forged from rivalry, strength tempered by discipline, and ambition balanced by order. Under the vision and leadership of Oktar Kibaō, the Tetsuoka Accords have brought a tenuous stability to a fractured people, creating a society where survival depends not only on strength but also on the ability to navigate the intricate web of loyalty, rivalry, and discipline. For the Namahage, the Accords are both a promise of greatness and a reminder of the fine line between unity and chaos.

The Seven Chief Hosts of Tetsuoka

Today, the Tetsuoka Territories are governed by seven hosts, each holding their own territory and guided by the Accords. These hosts embody the strength, cunning, and discipline of the Namahage, each with its own unique character and approach to war:

  1. Akakiba Host ("Red Fang"): The central and ruling host, led by Imperator Oktar Kibaō. Their dominance is unquestioned, and their territory serves as the heart of Tetsuoka’s governance and unity.
  2. Akaikaze Host ("Red Wind"): Swift and destructive, this host specializes in lightning-fast raids and devastating assaults, leaving nothing but ruin in their wake.
  3. Shiroiōkami Host ("White Wolf"): Revered for their close bond with wolves, this host exemplifies loyalty, strength, and precision. Their warriors and wolves fight as one, a seamless pack on the battlefield.
  4. Tetsume Host ("Iron Claw"): Known for their heavy infantry and defensive prowess, this host is the shield of Tetsuoka, holding strong against any who dare challenge their might.
  5. Yūrei Host ("Ghost"): Masters of fear and ambush, this host strikes from the shadows, haunting their enemies with psychological warfare and swift, deadly precision.
  6. Kurogumo Host ("Black Spider"): Cunning and patient, this host ensnares their enemies in elaborate traps and strategies, excelling in siege warfare and battlefield control.
  7. Seikū Host ("Sky Wardens"): Archers and masters of elevated terrain, this host dominates from above, raining death upon their foes and holding the high ground with unshakable resolve.

Each host serves its own ambitions, yet all are bound by the Tetsuoka Accords, which enforce peace bonds during specific rituals and events, such as the annual Vok, where the warlords and captains gather under the Imperator’s watchful eye.
