Improve a creatures relationship level with the caster by two steps for every 4 CL. Lasts 1 round for every CL. When the spell ends the target will be aware that they were magically manipulated, usually leading to the creature becoming aggressive with the caster.
Relationship levels are (from lowest to highest)...
Enmity- Attack on sight
Rivalry- Would rather fight, but won't if there are potential consequences for doing so
Unfriendly- Doesn't like you, but isn't directly trying to hurt you
Indifferent- Doesn't care about you either way
Friendly- Will smile at you, give you advice, but risk anything for you
Fellowship- Will help you without personal gain, but only if doing so does not risk their life or livelihood
Devotion- They will risk their life for you
