The largest single community in Portland is the trading hub of old Lloyd Center, once the largest mall in Oregon and now one of the only ones left. The center is split up into two sections: Junkflea, the bustling market full to the brim with the content of its namesake and the eager crowds of people from all walks of life bearing both, and Vault 56 where the market vendors and permanent residents reside.   Those wishing to do business in the market must pay up front for a trading pass before spending any caps on what they actually need; a practice indicative of the general attitude of Lloyd Center's ruling parties. A cartel of traders and powerful merchants with far-reaching contacts control every aspect of Junkflea's operations from their home within the vault. Most of its members are Locals, descended from the vault's original inhabitants who settled the area immediately outside their shelter and never ended up going further. The center's location smack-dab in the middle of Portland made it a natural congregation point for much of the city's post-war history, rivaled only by Moda Garden when it used to be more than a smoldering crater.   In the absence of its only competition the commercial power of Lloyd Center has only grown. The cartel commands a staggering amount of power over the goings-on in Portland thanks to the iron grip they hold about the city's precious resource supply lines. They lack the equipment of the Guardians, the ferocity of the Hand, and the numbers of the Scavs, but the cartel's ability to easily trade for the means to make up for any of these shortcomings makes them a force to be reckoned with. Their leader is a woman named Bonnefoy, a self-proclaimed "Trade Queen of Cascadia" who allegedly came to the city as a simple caravan merchant out of New California. She is one of the few outsiders to fully gain the respect and admiration of the Locals, likely due to her similar taste for finer life and distaste for the squalid peasantry of the Scavs.   In addition to its leader, the cartel is made up of representatives from the most profitable businesses in Junkflea. Everything a person could want to buy or sell can be obtained through the many arms of the Bonnefoy cartel. Meat, guns, clothes, chems (especially chems), junk, information, fuel, drinks, warm bodies, everything is for sale in Junkflea and every red cent eventually makes its way back into the hands of Bonnefoy and her subordinates. Even after nuclear annihilation it remains true that everything and everybody can be bought and sold for the right oil.
