Fugue Plane
The Fugue Plane was a seemingly endless neutral plane within the Astral Plane where the souls of mortals were drawn when they died. The vast majority of this plane was flat, gray, bland and nondescript, with no notable topographical features. The sky overhead was also gray. The plane's only significant feature was the City of Judgment, in the middle of which stood the Crystal Spire where Kelemvor and Jergal resided, and it served as the former's dominion.
Cosmology
The Fugue Plane, despite floating within the Astral Plane, could only be reached through specific, non-permanent portals from the Abyss or the Nine Hells. There are rumors of permanent Gates that also link to this plane found on the material plane, but other than that the only way to reach here would be through dying.Inhabitants
Despite being difficult to reach for most, the Fugue Plane is a very busy place. There were many souls wandering, clueless of their new status, as well as petitioners serving Kelemvor and Jergal. Due to a certain deal made with Asmodeus, Devils are allowed to bargain with any soul that has made its way here for up to one tenday to come to Hell rather than whatever realm they may normally be destined for. Additionally, although it was uncommon, cambions serving Orcus may be found here trying to find "volunteers" to become undead.
