Dainard Withers
Dainard Withers, or just Withers as the locals know him is a very well known Pirate Lord and the owner of Devil's Haven, the most prominent settlement in The Nelanther. He's an extremely well connected and wealthy pirate and so is also a very powerful individual.
Although he owns the town, he rules with a very loose code that's mostly enforced by the little respect pirates have for a neutral ground in a cutthroat sea. Only those within his circles or those who personally cross him ever really deal with him directly, most of the time he has old members of his crew represent him and the town knows that if you're speaking to one of them, to treat it as if you're addressing Withers himself.
