When asked was the first to report the Goblins had been seen...

"We saw some goblins just the other day sneaking around the barn, we made some noise and scared them off. Some stuff has been missing of late it must be them."

This statement has been repeated by everyone in the town of Deep Bank that has thus far been questioned. It does not deviate from person to person and seems to only be repeated when someone asks about goblins or missing stuff.
