Masked Syndicate
Structure
There are three main branches in this organization; Keeper, Enforcer, and Informer.
These are the government officials, merchants, artisans, and the friendly baker up the street. The everyday people who keep the city running. Leather bound are those who shops act as havens, or benefit from their protection. This branch is one of the most difficult to find its members. Informers and Keepers are the reason for the general paranoia amongst the citizens.
These are the judges, lawmakers, jailers, and you're neighborhood guard. The everyday people who control the city. Their metal faces are for intimidation as you know at the end of the day its just Clumsy Jim next door under it. However, this does not mean you disobey the laws of city. Punishments for disobedience is steeped in gold and blood.
These are silent watchdogs, spies, informants, and your best friend. The everyday people who watch you. Their garb changes from individual to individual, however, their consistent are their cloth masks. They can shed these masks in an insist to blend into the crowd, or they already are. They are the most visible when perched on a rooftop watching the streets below. These individuals are also seen in the back alleys talking with others and give a piercing glare to those too close. You never deny information to them, because they will take it from you.

Running the city and maintaining your well-being. Cause chaos, you won't wake the next morning and with nothing to bury.
Assets
The whole of the city, Ebon Harbor, is at their disposal. Their influence and numbers can be seen anywhere, at anytime. A constant reminder that the city is theirs and no one will be unnoticed.
The city and all of its assests have been claimed, or absorbed by this organization. This includes the Underbelly of the city as many of the organizations have been eliminated, or absorbed.
History
The organization were just whispers in the dark till they stabbed the city's hearts and took them for themselves.
This is the famous organization that simultaneously eliminated the noble families and took control of Ebon Harbor. These are the people, who stuck fear into the hearts of foreign nobles that they would even be willing to defy a god. They were mere whispers that turned lethal before any warning of their power.
No one knows where they came from or how they managed to gain such power in the shadows. What they do know is they are here to stay. Their influence is rumored to be beyond that of of their city, but that has to be confirmed.
Territories
Ebon Harbor is a city set in the Chandilly Confederacy , however, the city still follows some, if not all, of the confederacy's laws. The confederacy has not intervened with the Masked Syndicate's control over the city. It is a highly debated topic as to why it has not been involved with this.
