Survival DC 16 for cutting Arcana DC 17 for finding the right pieces This gives you enough fabric to work with to make a cloak. The survival person can do a rudimentary job of fashioning it into one, or you (or your butler) can bring it to the shops and have a tailor put it together at a cost: 1gp for a standard cloak 4gp for a gorgeous cloak with custom embellishments and attachments/pockets/etc. They can die this kind of fabric so it matches any outfit, if you take this route Same thing for Corban's cloak.
