The only City-state in Violia, it’s located on the southern half of the Ifixian controlled Island of Pluma. It very tropical in nature, with a very festive and colorful culture. It is a widely accepting city and proves a safe respite for travelers-- especially Dragonborn-- who don't want to enter the Empire's Territory.

Non-Aggression Pact
When Iquandra left the empire because of the heavy restrictions, the empire agreed after a number of years full of political drama. Ever since the Empire and Iquandra have signed a treaty recognizing Iquandra as it's own nation.
