Sea Devils
Previous citizens of the Floating Nation of Vacrain who differed in their ideology and use of Grit. They have turned to piracy in order to sustain their need for Grit.
Culture
Sea Devils are fueled by their need for Grit. There are three distinct fleets, each with their own goals; the Fishmongers, the Evangelists, and the Chimaeras. They are known to pillage coastal settlements and attempt raids or heists on Vacrain to try and obtain Grit and maintain their sanity.
As a whole, the Sea Devils reside on fleets of vessels that they have either built or obtained over the years, each of the three fleets are led by an Admiral and have frequent conflict with eachother in addition to their normal piracy.
Sea Devils are known to consume all living creatures, some going as far as cannibalism in order to take the edge off of their addiction. Grit itself is super concentrated in magic and by consuming other creatures, they are able to absorb some of their magic essence which is a very weak dosage compared to Grit, but helps maintain their sanity if Grit is unavailable.

Sea Devils are the original Yokai, utilizing Grit to give them the ability to alter their bodies and become ultimate survivalists.
History
Originally citizens of Vacrain, they diverged long ago after the discovery of Grit. Grit was found and used for technological and medical advances, curing even the most heinous diseases. Those who were healed praised Grit and wanted to pursue the medical capabilities it could provide.
Grit was administered to patients, who would have to ingest it, and then its healing capabilites rapidly cured them. It quickly became apparent that Grit had unintended side effects that varied widely, causing those who took it to be malformed or mutated. Some developed bestial tendencies and were subject to rampages which sowed chaos within Vacrain.
Not wanting their newfound city destroyed, Vacrainians outlawed the ingestion of Grit and its use as a "Miracle Cure". Those who had created the medicinal variation of Grit were prohibited form pursuing their research and those who had taken it were ostracized and labeled dangerous.
Wishing to utilized Grit to its fullest potential, radical Vacrainians continued to research and ingest Grit. They developed incredible abilities by routinely ingesting it and wished to show their findings to all Vacrainians, but were instead treated as criminals for breaking the law. The radicals had developed an addiciton to Grit, and if they didn't ingest enough, began to lose themselves to ferocious instincts. Rather than face more disdain from their previous peers, they named themselves Sea Devils out of spite and created their own soceity where Grit could be used to its fullest potential. They promised to heal any who came to them, and amassed a following who left Vacrain as well.
Now, years later, they have not been able to produce Grit in the quantities needed to maintain their sanity. Raids against Vacrain occur occasionally, and the Sea Devils have become shapeshifters to a degree, creating weapons from the Grit within their bodies.
