The Court of Crows is funded and 'Run' by Duchess Favia Silver, but is managed by her second cousin; Vheran Silver. He runs the organization alongside Miriam, the quartermaster and requisitioner.
Public Agenda
Secretive within the city of Andrala, the Court of Crows is a team of agents who commit espionage activities usually for political means that healp the empire.

They can, at Miriam's assistance, requisition supplies from imperial treasuries if they go through Favia Silver.
History
Set up by Vheran, with the permission of Favia after she was promoted to Duchess. He, Miriam and Dao (a now ex-member of the Court of Crows) built the organization from the ground up.
