Toonrealm

An extraplanar realm, Toonrealm is a place cosmically connected to the Prime Material plane, Planet Earth, and Faerie. Everything in Toonrealm resembles animated drawings, except when it doesn't. It is a realm of paradoxes, impossibilities, and nonsense rules of nature. According to one researcher from the Order of the Eye:

... utterly ridiculous. There is no consistency in reality here, the Fae realms are orderly by comparison. The people change occupation seemingly instantaneously, there is no set culture, and things that should kill them only flatten them out until you look away. Speaking of, looking away from them seems to allow them to move anywhere instantaneously. The only ones I've managed to interview claim that the laws of nature exist, but that they can be ignored 'if it's funny' or 'if someone is too stupid to realize they should be falling'. They are compelled to the meanest forms of practical joke, which I suppose makes sense when one can only truly die if some unnamed force finds it humorous. My magic doesn't work properly either, I admit I was only able to cast spells when the situation was absurd and even then the magic rarely obeyed my whims. And when I found something funny enough to laugh, I could only express complete seriousness. At times, it was as though an outside force were making my choices for me. I still sometimes find pie filling in my ears. 

The Toonrealm, as described by that befuddled wizard, alters itself constantly. Observers have noted that events seem to play out in almost story-like fashion and the rules of the world change to match the current 'story'. Technologies, roles, and even people change too quickly to keep track of. Most of the time, it is a mirror of the material plane but frequently it resembles Earth. There is a 'King Toon', but the realm they preside over is undefined. The gods exist in some capacity, but their powers are limited by the laws of comedy. No one is certain who determines what is funny enough to work, but the residents of Toonrealm believe in a power known as the "Animators", a sort of divine being that controls everything. When the 'setting' changes, 'characters' (as residents call each other) tend to change roles to match what it is they do. For example, when everything is a school, King Toon might be the principal.
