The Godpact
The Godpact is the binding agreement made by the fifteen primary deities of Illiria. It prevents them from taking direct action in mortal wars, creating new mortals, slaying any of the others, attempting to rule over any of the others, or raise a true mortal to divinity. The binding collects the power of mortal belief and channels it evenly into each of the fifteen, a collective source of divinity that gives them more power than any of the "lesser deities", such as the fairy queens or Zhaoze Muqin.
A side effect of the pact is that while the gods are literally incapable of killing each other, the energy that collects when they meet must still go somewhere. When two or more gods fight, speak, copulate, or otherwise occupy the same general vicinity, a random mortal is imbued with the divine power of the event and becomes pregnant with a Godchild. These half-mortal scions are not bound by the terms of the Godpact and are often used as agents of the Fifteen to cause problems for the others. Godchildren as a result are often destroyed by rival deities or even their own progenitors, but those that survive for long enough are able to ascend of their own accord- granting incredible power and true immortality at the cost of free will.
Part of the Godpact ensures that there are always fifteen primary deities. When one leaves the Pact, either by force of mortal belief, the intervention of the other gods, or voluntarily sacrificing their own power, a lesser god or mortal being depending on circumstance is immediately elevated to godhood.
