Rooftoppers

Rooftoppers, also known as The Bitty Folk or Borrowers, are a race of fey that inhabit the material plane. They are the smallest of the recognized peoples, standing typically at only three or four inches tall. For centuries, the Rooftoppers were believed to be a superstition until formally recognized by the Throne of Lancaster in 1253.    The Bitty Folk call themselves Rooftoppers as they often form communities on the roofs of large buildings. They are a secretive people who typically hide themselves from the human populations they live within. They prefer living in human communities as they believe that humans are less likely to notice them. On their rooftop cities, the Bitty Folk survive by scavenging scraps and baubles from human households. They are masters of animal handling and exceptional sneaks, typically using sparrows and mice to get around cities more easily. This has made them especially popular with the Legion, orders of knights, and mercenary companies, as Rooftopper scouts and spies are extremely unlikely to be noticed.    Rooftoppers have always had monarchies that govern their steeple hideaways, but with their incorporation into Lancaster now recognize the Throne as their head of state, with individual settlements being governed by a Bell Lord (so named for their tendency to live higher on a roof than anyone else). Rooftop cities function in isolation from other communities of Rooftoppers, though they do maintain communications in the human cities they occupy.    The Bitty Folk and Wildfey have a "small" rivalry over the traditional Lancaster practice of leaving offerings out for fairies. Typically, the larger Wildfey (which stand between nine inches and a foot tall) bully their smaller cousins over offerings left, especially bread and milk. This is made worse by Rooftoppers widely being jealous of the fact that Wildfey can fly.    Humans aware of Rooftoppers living on their dwellings will often trade food and gifts to the Bitty Folk in exchange for pest control services and a promise that the Rooftoppers will alert the humans to potential danger.    House Dupont of Silverlight maintain massive communities of Rooftoppers and Wildfey in their holdings and use a band of the Bitty Folk as their sigil.
