Ceremonial Nobility
When the Empire lays claim to a territory or people that has been destroyed, a person or family is chosen to take the place of the extinct people. These members of the nobility only serve the purpose of being present for official Imperial events and ceremonies that require all conquered nations to send representatives. They do not serve in the Imperial Senate nor are they allowed to collect taxes on their granted lands. They are given property, servants, and a yearly stipend but are forbidden from leaving their designated cities save by Imperial invitation. Often those chosen for this role are Elves, as they can perform indefinitely without the Empire needing to keep track of their line of succession.
