Keepers of the Forest

The elves are currently ruled by a high council with the oldest and wisest acting more as a king or queen. there is also a low council made up of representatives of the people (where as the high council is made up of lords and ladies) However, the elves are in the process of attempting to create the rings of power and the owners of the 3 rings the elves will keep will become the king or queen of their lands.
