everything is controlled directly by the Duchess. Laws, taxes, and the military presence are all examples of the aspects she controls.
Defences
the city has a large castle complex that the city surrounds, and it is home to 200 armed men at times of peace. this number swells to 300 when at war. in the rest of the city 300-400 armed guards patrol the streets keeping watch over everyone.
Infrastructure
the city is home to several bridges crossing the Charente, as well as cobbled roads covering a sewer system running to the outskirts and even past in some areas.
