The sacking of Flux and the subsequent Genasi Rebellions nearly destroyed the city. With barely time to recover from its fall the Genasi demanded repayment in blood in the first rebellions and struck at the heart of Dwarvish rule with the second. Following the decimation of the second rebellions, the new Dwarven King Haddock Bloodborn considered abandoning the city altogether in favor of founding a city that wasn't currently in ruins. However, the kings of Viggrom and Nin overruled the Haddock, the seniority of Kings is not to be questioned. So faced with the imperative to rebuild Haddock commissioned every trader, blacksmith, mason to bring in a constant stream of supplies for the rebuild. Of course, this commission wasn't exactly voluntary. Tradesmen who refused the commission were jailed, those who demanded better prices were stripped of their titles, and those who rebelled simply disappeared.   The commissions themselves arrived as red scrolls, the seal of the Vulcanites stamped upon it. Seeing such a scroll at your door meant dire consequences for some and long caravans for others. But after a generation, no one dared refuse a commission.   As kings changed, so did the policy of the commission, in more recent memory the commissions have been used less and less. Though they have fallen from favor, their presence still looms large over the city will all knowing the power of the red scrolls and the cost of refusing a commission.
