Rogue State

Currently an active group of mercenaries, rogues, assassins, and thieves in Espen. Their leadership is currently unknown but wanted in all human and most dwarven territories for crimes against the crown. The Rogue State has orchestrated everything from violent overthrows of government to sieges on entire cities. For the right price, there is no target too hard to hit.

It is generally understood that 'The State' as its members are known to call it has no religious, racial, governmental, or philosophical affiliations, they are loyal to the highest bidder.

Their origins are believed to be linked to a family of human diplomats who defected from the Human Intelligence Quarter. The State is known for leaving dead drops all around the city as well as using thieves' cant for messaging amongst their ranks. One thing is always for sure in Espen, if you see a member of the rouge state start running, don't ask any questions just start running too.
