This magic item is a found tool by rogues to help with a getaway. Not only does it create a cloud of smoke... it leaves their pursuers in a daze. The unfortunate side effect is the effect it has on the user's lungs.

As an action, you can put the pipe to your lips and exhale a cloud of smoke that surrounds a twenty-foot sphere around you. Any creature of your choice within the cloud of smoke must make a Wisdom Saving throw DC 16 or suffer the effects of the confusion for as long as you concentrate on it as you would concentrate on a spell. The smoke is opaque and lasts for one round.
Any creature that does not breathe air is immune to this effect. Once you use this effect you can not use it until you long rest.
