Mage Manacles

These heavy manacles are made of cold iron and have large runes on both the inside and the outside. They were first developed during the Arcanum Wars to facilitate the capture and holding of rogue magic users.
Whenever these manacles are locked around someone's wrist, the runes begin to glow with cold power. If someone wearing these manacles attempts to cast a spell the manacles become freezing cold and sharp spikes shoot out from the inner runes into the wearers wrists or ankles.  Whenever someone is bound by these manacles, and attempts to cast a spell, they must first make an Intelligence Save based on the rarity and strength of the manacles. If they fail the save they still expend the spell slot.
The different save DC's are
Rare: 15
Very Rare: 20
Legendary: 25

History

First developed during the Arcanum Wars these manacles have become common in any region where spellcasters need to be detained. Most Wizard Colleges have several pairs on hand incase of emergencies.
