Structure
Every 5 years, the Klorians engage in a ceremony referred to as the Celicharillary - a contest of magical skill. The winner, whichever wizard proves themselves to be the most skilled and powerful in an increasingly complex series of challenges and ending in duels between remaining contestants, is crowned the Celich for the next 5 years before they must defend their title (or retire).
Beneath the Celich, their chosen Consortium assists them with the daily responsibilities and policy making required to keep a nation of wizards from self-destructing. In regional jurisdictions, the local College doubles as the legal governance, with the Headmaster dealing with local disputes and resolving issues that may arise.
Culture
Klorfa values knowledge and education above nearly all else, as they prove every five years with the popularity of the Celicharillary. Even beyond the best and brightest however, over 95% of the populace old enough to walk know at least 1 cantrip, and 90% of the adult populace know at least one ranked spell.
Those who have less talent with the arcane arts often instead turn to science, spending their time tinkering with various projects and applying what magic they do harness into their projects to create ever more unique and powerful creations.
