Kakluk Tribes
Structure
The Kakluk Tribes are a loose assortment of tribes that range the moorlands. Each tribe has a leader, responsible for keeping the tribe together and safe. Additionally, each tribe has a Shaman who is responsible for reading the weather, predicting the motions of the herds, and healing the sick.
The rest of the tribe members vary between being warriors, trackers, crafters, tamers, and healers. Healers in particular learn their art from the Shaman, who selects promising looking children from the tribe to train in the mystic arts, eventually choosing one to succeed them as the next Shaman.
Culture
The Tribes are a fairly warlike people, roaming the moorlands hunting their prey and keeping watch for other tribes. When two tribes do encounter each other, it is expected that the weaker tribe will give tribute to the other in exchange for safe exit. When neither tribe will give tribute to the other a contest of strength ensues, ending only when one tribal leader submits to the other or is killed.
As time passes and larger, more powerful tribes grow in size, factions begin to form within them - leading to schisms within the tribe and eventually the tribe fracturing into multiple smaller tribes. In this way, even as some tribes are killed off or absorbed into others, more tribes continue to form; thus keeping the fragmented nature of the Kakluk Tribes constant through time.
