Characters do not need to unlock this proficiency to stay afloat in the water. However they do require this proficiency to do anything meaningful in the water, or move at double speed (sprinting underwater so to speak). For most of these feats, the character must succeed a proficiency check to be able to perform them, while unlocking this proficiency allows most of these to be done passively. Actions are: Swimming at full speed, diving underwater, holding one's breath for longer lengths, and so forth. Strenuous activities such as swimming at double maximum speeds, carrying someone or something while swimming, or dragging something behind them, all require a proficiency check while this proficiency has been unlocked. Swimming at double speed follows the rules of running, while others are up to the DM's discretion.
