High Council

The Holy Empire has its beginnings almost as far back as history has been recorded, being there from the very beginning of man's history to try and guide and shape them to the Emperor's goals and ambitions (or whoever held the most vested power in it). In the beginning it was known as the Garland Empire, and sought simply the eradication of magic from the surface of the planet. Within their borders, all manner of man and beastman were hunted in order to purify them and save them from their own corrupted nature - as the Empire saw it. They frequently culled the numbers of these groups in an effort to keep them down and oppressed. The air towards these creatures and people steadily shifted as time went on and leaderships shifted, culminating in the eventual birth of the first Emperor to wield magic freely and openly.
This ushered in a new age of semi-acceptance and tolerance, where humans and mostly humanoid beastmen were accepted regardless of their magical prowess but the more bestial beastmen were still forced to remain outside the Empire proper - oft used as slaves for hard labor or caretakers for the farmland. Gestahl, the emperor at the time, saw no ethical issue in these behaviors. Despite the protest by the people of the Empire he continued his ways, leading to the eventual assassination that forced his son to rule.
