Capital Supreme

Capital Supreme is one of the most powerful and influential cities on the continent. Harboring one of the densest populations and possessing the strongest navy on the East, this city-state also has a powerful wizard's guild restraining the only dragon in captivity known to man, Grijix the Poison Sky, Capital's Terror , a weapon of mass destruction that even Eshneff'il fears. Capital Supreme was founded around the Great conjuration school of magic, located in a Towers Of Power at the center of the city. It was always an independent city-state, and became a Large city about 1000 years before the current events, giving it rich history and an established trade power. Capital Supreme's architecture is that of a typical medieval large city, built gradually around a historical center, where the main Keep and the conjuration school's tower are.

Demographics

The inner historical center is only inhabited by nobles and mages, guarded heavily and enclosed inside walls. The outer part of the city is separated into districts, some only inhabited by certain races, voluntarily (Elves) or involuntarily (Tieflings), or by specific social classes. The outer districts can be compared to slums.

Government


After the death of the Great Wizard in the year 795 of the Eshneff Calendar, the arch wizards of the School of conjuration mostly share the reigns of the city amongst themselves. Capital Supreme is nominally governed by a noble, merchant and mage alliance, though through the circumstances of its creation as well as the overwhelming power of the school of Conjuration, the system is more of a mageocracy. It is entirely independent, and wealth, noble birth and especially magical talent define power.
In current times, the city follows a very strict hierarchical structure. At the top of the pyramid sit the mages, controlling most of the city's funds, its military might and resources. The wizards of the school of Conjuration are segmented into Archmagi, de facto leaders of the city, formed into a council of five, no more no less, to keep the ancient dragon Grijix, the Poison Sky, Capital's Terror, under control in its slumber. Below them are the Academy professors, who in addition to their teaching responsibilities and research serve as vassals to the board of Archmagi, scouting out students with excellent magical talent and potential problems in the academy. Lastly, the school is filled with students, alumni, assisstants and the like, who fulfill menial tasks, administration and represent a pool of potential officers in cases of war.
Below the Professors, Capital Supreme currently counts Seven noble families, historical clans who either participated in the founding of the city by sponsoring or helping the Great Wizard, or strains of exceptional magical talent who established themselves through generational success. These families represent the bulk of the city's administration and have a certain ratio of guaranteed spots at the academy for their members, thus they intermingle with the magical elite both in blood and contacts. However, since the death of the Great Wizard and the shift into valuing magic as the highest form of nobility, some of the families, the older ones without powerful magic in their blood, have found their status threatened in the past decades.
Lastly, below the nobles families, but with the most local practical power, the merchant guilds manage all the resources, trade and entrances into Capital Supreme. Though not as politically powerful as the two other pillars of the city, they are closest to the common folk, and thus earn their seat at the council if only to inform the mages of the rable's dealings. The wizards and sorcerer's guild specifically serves as a platform of exchange between the merchant class and the School of Conjuration, welcoming former students that might not have excelled in academia, and overseeing the rise of any particular magical talents in the lower classes.
All in all, Capital Supreme's government is vertically structured in strict hierarchies in which magic is often valued even over noble birth, much to the chagrin of its oldest families.

Defences

Possessing 3 levels of walls, each with their defenses, Capital Supreme also has the largest army of all city-states, rivaling most countries of the Eastern Realms and even capable to keep the armies of Eshneff'il at bay for some time using its powerful wizards and its captive dragon Grijix the Poison Sky, Capital's Terror. It also possesses a large fleet and defenses toward the sea if anyone would dare try to attack the port.

Industry & Trade

The city is a trading hub, but it specializes in the trade of weapons, magic items and mercenaries. Many trade routes also lead to it by land, making it a strategic position that can increase its wealth exponentially.

Infrastructure

Capital Supreme has varying infrastructures for different districts. While the inner city can seem like haven on earth, the ghettos and slums lack almost all basic needs. The city is also a large portuary and merchant capital, and the countryside around it is mainly farmland exploited to feed the population.

History

About 1000 years before the current events, a powerful human wizard is said to have built Capital Supreme's Towers Of Power, whose name is unknown until this day, that the locals only name "The Wizard". He also erected the foundations to a large port and inner city, making it very attractive to emigrants whose families will later form the nobility. Over the next centuries, the wizard continued his work of wonders, even becoming a Lich to help his people. The Wizard is also said to have stolen a dragon's egg directly from the nest, raising it and making it the ultimate weapon of defense. He is said to have died about 200 years before current events, but his body was never found. Since then, the leadership has become divided, the different factions vying for political superiority, all having legitimate claims.

Architecture

While the inner city contains historical and very diverse architecture from different eras, the outer districts are often homogenosly built, their architecture depending on the different races and classes. While Elves imported harmonious and clean houses, the tieflings and orcs, often live in chaotic shacks, for example.
