Clearwater
History
Clearwater has been a city since the times of the The Westreach Federation. In 1078, in response to aggressive expansion by the newly formed Kingdom of Alteria , the leading families living in Clearwater came together to form a government with themselves as the head. They pooled their resources and were able to field enough mercenaries to defend against Alteria.
Military
Clearwater relies heavily on mercenaries for ts army. As such the city-state itself does not have much of a standing army. Bearden's Pike, a mercenary group local to Clearwater has been acting as the city guards for the past 50 years. Other bands of mercenaries are only called to the cites defense on a time of need.
Cleatwater also has an extensive naval force. Their navy is said to be the strongest on the continent. While most of the merchants and administration involves nepotism the naval structure has remained largely meritocratic.
Religion
The people of Clearwater worship most of the same gods as most on the continent. However, They have a fondess for the gods of the sea and of wealth. The local god, Fortuna, represents both wealth and the sea and thus is the patron god of Clearwater.
Foreign Relations
Clearwater has remained largely neutral with the various countries of the world. they share a border with the kingdom of Alteria and Vestoria. While these two countries have been at war with each other Clearwater has been able to stay out of their hostilities of both nations by supplying food and supplies to both sides. While enemies with either nation their selling to both sides does not earn them any allies. Clearwater would have been attacked and taken over long ago if not for the fact that it has the strongest naval force on the continent and their riches allow them to buy enough mercenaries to defend themselves.
Agriculture & Industry
The fields surrounding Clearwater to the east are fertile and many consider it to be the breadbasket of Erode. Their fields of grain have fed many peoples including the soldiers of both Alteria and Vestonia.
Trade & Transport
Clearwater relies heavily on trade. Being a naval power most of the their trade comes from shipping along various islands and trading with far away countries. Spices from Ziti-Orna and Furs and silks from the Umayuki are but a few of the exotic goods traded by the Autrians.

Currency
Coins letters of credit are the main and official currency in Clearwater. The lowest denomination is the Copper Mark. This coin is largely useless for all but the poorest citizens of Clearwater. The Silver Sail is the main coin used in trade in Clearwater. This silver coin has a sun on one side and a ship's sail on the other. The highest denomination of coinage is the Golden Trident. These coins are used mostly in large transactions .
Legislative Body
The Council of 11 create the laws for Clearwater either directly or indirectly. On matters of great importance The council will meet and hold a vote to decide if the law should take effect. On smaller matters appointed judges creates and making rulings on law.
Judicial Body
Local and higher judges are appointed by the Council. While most need to go through rigorous training in order to be qualified to act as a judge more often than not a judge is appointed based on their family relations. Local magistrates handle laws on the local level , usually being in charge of multiple villages while the Justicars handle higher level rulings in clearwater itself. If a ruling must go all the way to the top the Council of Clearwater itself will make a ruling.
