Rector of Campis

The lord of grains, the protector of the heartland, the Rector of Campis is a dual political and military position in the structure of the Loricanian Empire. He serves as the governor, head judge, tax magistrate, and general of the auxillery military forces in Campis.

Political clout, noble birth, A political apointee to run a district in the stead of the Emperor himself.

Requirements

The Rectorship is usually bestowed on the best of the military command after they have retired from active service.

Appointment

When vacant, the military command will choose their best generals to retire from active service in order to fill the positions of Rector in whatever district needs new leadership. The Emperor himself selects one of the generals suggested by the military command and anoints them in oil and grain for them to take over in Campis, the vital foodsource for all of Loricanium.

Duties

The rector of any Loricanian province always had four tasks.   To start with, he was responsible for the taxes. As the Emperor's financial agent, he had to supervise the local authorities and the private tax collectors, the notorious publicans. To facilitate things, a governor could mint coins and negotiate with wealthy institutions (e.g., temples) that could advance the money. His second task was that of accountant: he inspected the books and supervised large scale building projects. Next to these financial tasks, the Rector was the province's supreme judge. Appeal was not impossible, but the voyage to Noviovulcanopolis is expensive. He was supposed to travel through the main districts of his province to administer justice in the assize towns. Finally, he commanded an army. In the more important provinces, this could consist of legions; but elsewhere, there were only auxiliaries.
