Kusnean Confederation
The Kusnean Confederation is the political union of long-settled tribes grown into self-governing cities and towns. Believed to be the homeland of the Goliaths, they make up the majority of the population. The city-states still cling to some clan traditions, including criminal exile to the frigid wilds outside of the cities. This has led to the creation of Self-governing villages not part of the Confederation. Some of these villages are havens for bandits and smugglers, attacking caravans looking to avoid shipping costs from the organized captains that has an iron grip on every port. Many complain about corruption, with bribery becoming expected.
Structure
Each of the sovereign cities has their leader as part of the Confederate Congress, with the lead speaker role rotating annually. Major issues can be raised by any member, but regular issues are lead by the speaker. They are responsible for starting regular meetings, hosting, and keeping discussions civil.
