Demographics

A typical example of a Theian state, Osa is primarily made of elves. It also has a healthy representation of humans and genasi, and its proximity to Kymera means that almost any species can be found in or around the city. Most of the people who live in the area are centralized around the docks, and over half of them are laborers who work the ships and the seas.   Osa also has an abnormally high concentration of adventurers, many of whom belong to the Breath of Fire Guild. Established relatively recently, the guild attracts adventurers from far and wide because of the reputation its guild masters have garnered. The three who command the Breath of Fire are well respected as true heroes, responsible for recovering a powerful artifact from the blighted lands of Ob-3, a crafting device known as the Hearthbound Hammer. Able to construct and deconstruct objects with a single touch, it was once used to outfit an entire dwarven army in a single day from a block of pre-fabricated iron. To keep its considerable power from falling into the wrong hands, it was inscribed with dwarvish runes that prevent it from being wielded by any but a true, noble, righteous hero. When it was returned to the Diarchy, the guild was recognized for its valor, despite its relatively diminutive status as a C-rank guild.

Government

Within Osa is the Shallow Council, a board of 7 elected officers responsible for approving legislation and steer Osa into the future. As their namesake implies, much of their time is concerned with the wellbeing of their docks, merchant travel, and coastal communities. Even though each member is considered to have an equal voice, the undeniable center of the council is Deckard Doomsglow, once an A-rank adventurer, now a politician determine to serve his community. His might on the battlefield is matched only by his political cunning, and he was even once able to talk the Diarchy out of a decision that he found to be disadvantageous to his people.    Still, the council bows its head to the Diarchy, and whatever they do is only possible at the pleasure of the true rulers of the land.

History

Osa sits upon prime real estate, in the within the bounds of the middle-country and sitting right on the water. It’s docks are among the most populated in the world, and it has been a popular stop for sailors and adventurers since its inception as a result. The settlement grew into a city when the Diarchy permitted sailors to opt out of taxes due from transactions that occurred within the waters of the valley. Suddenly, port towns exploded, and miniature floating establishments were hastily constructed to allow these tax exempt sales and transfers to go through. Osa sat where the water was just deep enough that the Shallow Council could construct a series of floating inns, taverns, and guilds. Even the council’s main convening place, The Waterfront, rests on the waves.
