The Revival of Gatun

Anston seeks to revive all members of the chrysanthemum theurgy and even Gatun itself.
He's attempting to save as many people in the city as possible, utilizing the former theurgy to find and locate the corpses of people in even the most remote of locations.
Oliver allowed Anston to send a message to everyone in Gatun to gather corpses in an attempt to revive all recently deceased people within Gatun. Oliver is backing this effort by leading the effort and the people of Gatun have been united.
The shackle people brought back will be allowed freedom after helping rebuild Gatun.
About 15k people remain in Gatun now.
