Phan Tal

When you pass the outer gates, many travellers can turn back and see that the inner wall is quite colourful. There are painted statues at even intervals lining the wall, and in between there are tall pots with flowers and ferns growing.
There are stone gates decorated with painted statues of Dao Mau The Mothers set at even intervals along the road, about 30ft high.

Maihuen Ward

Also known as The Clusters. Encompassing the long stretch of wall facing the desert, including the protruding, wave-like sections nearest to the walls of Phan Tal
It’s where a lot of inns are, and also some of the poorer folk in the city live here.
Rachid’s Respit - an inn owned by a half-elf named Rachid Torres.
The Warm Warbler - another inn, owned by a dragonborn couple called Xafras (gold scaled man) and Malkira (silver scaled woman).

Pereski Ward (Red Petal)

The merchant and craft district, where the main marketplace of Phan Tal is. This is part of a set of districts called The Petals. The main marketplace is known as Co Cat Market, and it’s a hexagon shaped area in the centre of the district. It’s an open air complex comprising 6 main 2-storey buildings and corridors that join them, surrounding an open centre square with colourful cloth and banners stretched across.

Yama’s Goods and Groceries
A general store with a section for food and produce. Owned by Yama An, a halfling woman.

The Bound Tome
A bookstore owned by Ebthurn Silverhook, dwarf man.

The Mystic Equinox
An apothecary and potion store. Owned by Hanna Sansurin, an old human woman

Queen’s Compass Enchanters
A magic item shop. Owned and run by an elven couple, Leorys and Morgana. Leorys is an elven man of long brown hair in a braided bun. Bright hazel eyes and fine features who specialises in enchantment and conjuration. Morgana is a Drow woman, with silver hair in two buns on the side of her head and bright violet eyes, who specialises in illusion and transmutation magic.

Austenite Armorers
A blacksmith manned by a half-orc named Ukagar, and his two assistants. Hjoldal, a dwarf man and Coo, a kenku who mainly helps to collect money

Arioca Ward (Blue Petal)

The next petal, the guild district. Phan Tal is not really a magic city, but there is a mage guild within Arioca-Hu, they do take some students sometimes, but they aren’t as sophisticated as other schools in larger cities.

Vong-Myen Court, the judgement hall.
The Alluvium, one of the other branches of The Sandscouts in the Saileud. Sandscout Jayrii (halfling female ranger) is in charge of this branch.

Rhipsal Ward (Gold Petal)

The last petal, the wealthy district. Where the Uneleg’s Villa is. The Uneleg in charge here is called Dahala, a pink skinned tiefling with long black hair and straight bangs.

Hylocera Ward

The southern and south-eastern portion of the city. Where the Verdant Threshold is. It’s a stone wall, but it’s covered in vines, with six gates that let people in and out of the city.
