The Roar of Cyscus

Cyscus Tujek, the revered God of Nature & Self-Improvement, as well as creator & curator of the Geminus region, has always been the most elusive of the Gods of Eltar. They strongly promote independence & self-reflection to improve oneself, & so has never taken a position of power over their subjects or had their motives easily known through priests & other representatives. And so, when Cyscus has a proclamation to make, it's not spoken through mere words or written down, but felt throughout the realm in an instinctual, world-shaking roar.   It is believed that Cyscus roams their lands within the form of a creature of their own making. Observing the natural ecosystem at work, they've crafted the body of what they believe to be the perfect hunter, a truly unassailable beast. In this form they hunt, leaving but small clues for only the most skilled of hunters to notice & follow, acting in part as a test for the hunters' skills as well as Cyscus' form. The hunters able to track them down & best their bestial form will have proven their worth in the eyes of the God, & be granted a boon in return, the feat recorded in the history of the realm by their roar, before disappearing once again to their isolation & beginning anew on crafting an unbeatable predator.   As time progressed, the roars became fewer & farther between as Cyscus' form became tougher, hardier, & more difficult to track, & with the violent circle of life Geminus is known for, few live today that have heard the roar in person, instead having the legends passed down through oral tradition of each successful hunter to have felled Cyscus.   There is one myth regarding the roar however that has never been seen. Despite their focus on independent strength, Cyscus is not a fool to believe that everything can & must be done alone to have merit. It's for this reason Geminus was split into Major & Minor, why the guardian tortoises were brought to the world to safeguard settlements there, & why the winds have whispers of another roar, one yet to be heard, that would unite all the people & animals of Geminus in unison, working as one beyond their instinctual drives, all towards the attainment of a single goal at Cyscus' behest.    Whether the rumours are true or a mere fabrication or exaggeration of bards & poets, it has raised the question amongst philosophers. If such a power was in Cyscus' remit, what goal could they have in mind in which to use it?
