Stalvenrakh Treaty of Draconic Independence

In accordance with the laws & dictates laid out by Vatra Ratnik, God & Emperor of Stalvenrakh, it is hereby acknowledged that the lands between Breshkol Cove & the Valkaspir Peaks, henceforth referred to as the Dragonlands, are sovereign lands of the dragons, to be governed and ruled as they deem fit. All individuals within those lands are subject to any laws or edicts laid out by the dragons, & shall not be subject to the same laws & protections laid out within the Stalvenrakh charter.

For as long as this treaty remains in effect, the Dragonlands & the nation of Stalvenrakh shall be considered allies, and shall not take any action as to encroach on the lands of the other, nor attempt to destabilise or delegitimise any governance deemed appropriate within their lands.

Should any adaptations be needed for the Dragonlands, they may request an audience with Vatra, who shall do all in his power to accommodate any changes as long as they are found to be lawful within the will of whatever form of rule the dragons choose to establish, and don't encroach on any other clauses within the treaty.

Dragons shall not be viewed with any hostile intent within Stalvenrakh as long as they abide by the laws of the land, and the same courtesy is in place for the citizens of Stalvenrakh within the Dragonlands. To prevent confusion or infiltration from foreign nations, all Stalvenrakh citizens intending to enter the Dragonlands will be given an item that will distinguish them to dragonkind as deemed appropriate to their stated intentions & planned length of visit.

Should a citizen commit a crime within the neighbouring nation, they may be punished according to the laws of the land. Should that punishment be a capital offence, this sentence shall be carried out at Corsyk instead.

Finally, an active & exclusive trade agreement shall be established between Stalvenrakh & the Dragonlands for the raw materials within the Dragonlands. The price and quantity shall be open to discussion annually at the Dragonlands' behest, and in return they won't trade with any outside nations unless they have excess after negotiations with Stalvenrakh.
