Hunting & Ecological Balance Commission (Hay-Back)
The Hunting & Ecological Balance Commission (or HaEBaC) is an organisation established with the goal of ensuring the ecosystems within the various regions of Eltar are suitably maintained in a manner to avoid the extinction of species, whether through direct actions from sentient interference or as a side effect of the patchwork nature of the planet.
Their work is split into three main roles:
Categorisation - documenting & recording the specifics of creatures known by the commission or discovered at a later point.
Preservation - not all species are fit for the environments they were placed in, or a change in the region's ecology has had a knock-on effect on their survivability, requiring them to be relocated to a more habitable area. In some instances this isn't possible, & so provisions are in place to keep such flora & fauna in captivity until such a time its believed they could thrive in the wild again
Extermination - Predatory species are rated on a scale to determine the risk they pose to their ecosystem which are then used to determine hunting laws & guidance.
HaEBaC Threat scale:
Low threats are self-regulating, with little need for intervention.
Medium threats are usually safe, but may cause problems should they migrate beyond their normal habitat.
High threats will likely cause imbalance if left to their own devices, requiring hunters to cull them on occasion to prevent them from destabilising their ecosystem.
Extreme threats are considered constant risks, unable to effectively co-exist within the ecosystem & by extension always have bounties available for them.
Existential threats are deemed above the capabilities of the commission to manage, & such threats are to be left to the Gods to deal with, the commission's role in such instances being limited to preservation of the surrounding environment. The commission has offices all across the world, with their main preservation compounds being in the Dragonlands & Starport, both chosen as locations with little ecological shifting, categorisation compounds in Expin & Akaedimos, & their main hunting compound on Geminus Minor.
