Pirate Council

The Pirate Council that leads the Aetherian Expanse is a group of powerful, influential pirate captains and mercenary leaders who control the vast, lawless skies of the region. Each member of the council commands a different fleet or holds dominion over a specific part of the Expanse, often engaging in ruthless politics and shifting alliances to maintain power. The council is known for its chaotic nature, as their leadership is constantly in flux due to treachery and ambition.
While there is no singular ruler of the Aetherian Expanse, the Pirate Council is a fluctuating power dynamic, with captains and leaders vying for control over the Expanse's vast resources. However, the Grand Pirate Accord, a semi-formal treaty agreed upon by the most powerful pirate captains, ensures that decisions are made collectively. In practice, this means that whoever controls the largest fleet, the most powerful relic, or the greatest influence in the Expanse has the loudest voice in council meetings. The Council occasionally holds tournaments, trials, or rituals to determine the most powerful among them, but ultimately, leadership is decided by strength, guile, and alliances.
