Stone of Diminishing Intellect

The Stone of Diminishing Intellect is a stone created by Yhellel during his tournament. It held very high level spells which could be cast instantly with no costs other than the stats of the caster.

The Stone of Diminishing Intellect holds a small number of spells, which with one action can cast any of the wielder's choice with no verbal, somatic, or material requirements at level 9, but it decreases the wielder's Int by 3. If the wielder cannot pay the cost of 3 Intelligence, the spell is not cast and their Intelligence is not lowered.
