Officially the Blades have all been hunted and down and killed by the Thalmor after the organization was betrayed by the signing of the White-Gold Concordant. Two members of the blades survived and lived in secret of r many years. Esbern a great Lore master, and the Grandmaster of the Blades Delphine.
The Blades worked with the Dragonborn to defeat Alduin, and aided him in other endeavors. After the Dragon Alduin was defeated, many Dragons still plagued Skyrim and the Blades resumed their role as the ancient Dragonguard.
Jarl Tolsirion had additional ideas, though. He convinced them to spare the Dragon Paarthurnax, in exchange for using his influence to find more people to join the Blades. If Tolsirion did so, they would keep hunting dragons but the Jarl had something else in mind. To make the Blades a force against the Thalmor. Grand Master Delphine agreed. The new Blades aid the Dragonborn in both hunting down dragons, and protecting the Empire against the Thalmor.
Jarl Tolsirion has legally sanctioned the Blades within the Hold of Falkreath. The empire is not yet aware that the Blades are reborn albeit in a very weakend state of low numbers.
