Balor

Balor is the seat of the Barony of Foxguard, a prosperous market town situated on the Fox Run, the old road that runs westward toward the capital from the borders with Gashmeridan and Askoneria. The Barony of Foxguard was established specifically to guard this road and the western approaches to the capital.

The current baron is Alfric Paget, a distant cousin of Emperor Æthelbrand. His appointment to the Foxguard barony was read in Vellakar as the Emperor placing a trusted family member to watch the western road, a corridor through which news, trade, and occasionally threats enter the Imperial heartland from the direction of Gashmeridan and the provinces beyond. Paget is a political appointment in a position that has become, over the centuries, more political than military.

The Barony of Foxguard was named for its founding purpose - guarding the Fox Run - and Balor remains the key administrative and logistical node for that function. The town maintains a permanent garrison of provincial levy soldiers responsible for patrolling the road west toward the Askonerian border and north toward Gashmeridan. Banditry on the Fox Run is low by historical standards, a fact the barony's soldiers take quiet pride in maintaining.

Baron Paget's political connections to the Emperor have given Balor a secondary role as a relay point for Imperial correspondence. The town's post station handles more official traffic than most provincial towns of its size, and the postmasters who have worked there long enough develop an encyclopedic knowledge of Imperial governance that is occasionally more current than the information held in Vellakar itself.

Industry & Trade

Trade is Balor's reason for existence. The Fox Run carries Gashmeridan wool, and goods arriving from the continent of Anancis via the northern sea routes eastward toward the capital. Cornerion timber and the luxury items that flow outward from Vellakar move west. Balor sits at the fulcrum of this exchange and takes its cut at every stage.

The town's market specializes in bulk commodity trading - grain, timber, ore, and preserved goods - rather than the luxury trade that characterizes Vellakar's markets. Prices set at Balor's weekly grain assembly are watched across the western provinces as a reliable indicator of supply conditions, and the town's merchants have a reputation for sober, accurate assessments that traders from elsewhere find trustworthy if rarely flattering.

A livestock market operates on the northern edge of town, where Veglian cattle and sheep are assessed, priced, and sold to buyers from across the Empire. The quality of Veglian beef is well-established, and the buyers who travel to Balor's livestock market represent some of the wealthiest catering and provisioning operations in the capital.

Infrastructure

Balor is a market town that knows its value and prices itself accordingly. Its position at the intersection of two major roads means that almost everything moving between the eastern provinces and the capital passes through or near it, and the town's merchant class has spent generations building the infrastructure to capture as much of that traffic as possible.

The town is organized around a large central market square that functions all week long - unusually active even by Veglian standards - where goods from across the empire change hands at prices set by merchants who understand that their location gives them leverage. Warehouses line the roads leading into the square, offering storage for goods in transit. Inns cluster around the warehouses, catering to the merchants who need to stay overnight while deals are concluded or cargoes assembled.

The Baron's Hall sits on an elevated position at the square's northern edge, imposing without being military in character. It is a building designed to project prosperity and stability rather than force: the seat of a barony whose primary job is to make sure the road stays open and the commerce keeps flowing.
