Gelbert's Persistent Echo
You implant an irritating, distorted echo of the target’s own voice in their mind, forcing them to hear every word they say played back to them with a slight delay, wrong pitch, and mocking intonation. You force a creature you can see in range to make a Wisdom saving throw, being afflicted with this echo for the duration on a failure.
This echo causes the creature to have disadvantage on all Intelligence, Wisdom, and Charisma ability checks, and the target must make a Concentration check each time they attempt to cast a spell or manifest a psionic power, losing the spell or power on a failure.
Whenever the target casts a spell that targets a single creature and has a Verbal component, roll a d6. On a result of 6, the caster uses an additional spell slot and casts the spell twice, having confused the illusory voices with their own and repeated the incantations. This additional cast targets the caster. If the spell has an attack roll, it is made with disadvantage against themselves.
