Neptune's Reach

A mighty floating city governed by pirates. The only laws in this city are a loose pirate code. This city exists outside of any jurisdiction of official cities. Some pirates are known to be on the payroll of governments. These pirates will carry out special services for the governments in exchange for money. Other pirates will bribe government officials to look the other way when these pirates commit crimes.
The city is considered a neutral zone for pirates of all affiliations and has a don't ask don't tell policy. If you stay out of everyone else's business they'll stay out of yours.
