Seod
Seod is the biggest Sea Elf city and the main pirate haven on the eastern side of the southern Elven Tower. Offcially, the city belongs to the king, but he has no power in it. Seod is ruled by pirate lords.
Demographics
Seod is inhabited mostly by Sea Elves. Most of them are pirates, but there are also people of other professions. Probably the most common are merchants, especially the ones who aren't afraid to buy from pirates.
Government
Seod is ruled by a council of 4 pirate lords. They are elected by all pirates and inhabitants of the city for a period of 4 years. Any captain can run for the position. As pirate lords the 4 captains have command over the Pirate Guard and can order other captains to form a fleet to fight against a threat. Lords command that fleet.
Defences
Seod is surrounded by Pre-Cataclysm stone walls, which aren't in a very good condition today but it's enough. Kings tried to take the city away from pirates many time, but failed. The moment when the king's army appears on the horizon every pirate in the city rushes to the walls or to the ships. The weak king's army has no chance against them. Also many of the king's soldiers are associated with pirates of Seod. It is easy for the pirate lords to stop the attack before it even starts.
Guilds and Factions
Seod is a base of many pirate crews which sail on the Long Sea, Most of them operate individually, but sometimes there are alliances. The purpose of an alliance is usually to raid a well-defended target.
Pirate Guard
Pirate Guard is a unit under the command of the pirate lords of Seod. They maintain order and safety in the city. The pirate law states that Seod is neutral ground and pirates are not allowed to fight with each other. The guard is strict in maintaing the neutrality of the city and any offenders are severly punished. However, it doesn't mean that there aren't any fights. Many pirates have places hidden from the guard where they arrange duels to settle differences.
